Palmer Introduces Bill to Codify Trump Executive Orders and End U.S. Dependence on China

WASHINGTON, D.C. – Yesterday, Representative Gary Palmer (AL-06) introduced the Securing America’s Mineral Supply (SAMS) Act of 2025 to codify five of President Trump’s Executive Orders that unleash American energy and boost our critical mineral development. Following the introduction of this bill, Rep. Palmer released the following statement:

 

“For four years, the Biden-Harris administration waged war on American energy and did nothing to make the U.S. less dependent on adversarial nations like China for critical minerals. This has become a serious threat to our national security,” said Rep. Palmer. “Upon taking office, President Trump took immediate action to correct the previous administration’s mistakes, and we must codify these actions to prevent future administrations from overturning the Executive Orders.”

 

Rep. Palmer concluded, “Dependence on China for critical minerals is an undeniable threat to our national security. This bill is just one step toward ending that dependency.”

Background

 

Due to the Biden Administration’s war on American energy, our nation became dependent on adversarial nations like China for critical minerals. Critical minerals and rare earth elements are used in everyday items like smart phones, computer hard drives, televisions, and control panels for all types of appliances and equipment. They are required for electric vehicle batteries, for components of our national power grid, and for the electronics in automobiles, heavy equipment, military equipment, and weapons systems.

 

The U.S. used to be the leading producer and refiner of many critical minerals, including rare earth elements. By the late 1990s, however, most of this industry dissolved and moved overseas. Currently, there is not one major rare earth element refinery in the entire Western Hemisphere and there are only nine in the world; eight are in China and the other is in Malaysia.

 

To prevent a future administration from taking actions like those of the Biden administration, the SAMS Act of 2025 codifies five of President Trump’s Executive Orders that unleash American energy and boost our critical mineral development.

 

These Executive Orders include:

 

  • A Federal Strategy to Ensure Secure and Reliable Supplies of Critical Minerals (E.O. 13817)
  • Addressing the Threat to the Domestic Supply Chain from Reliance on Critical Minerals from Adversaries and Supporting the Domestic Mining and Processing Industries (E.O. 13953)
  • Unleashing American Energy (E.O. 14154)
  • Immediate Measures to Increase American Mineral Production (E.O. 14241)
  • Ensuring National Security and Economic Resilience Through Section 232 Actions on Processed Critical Minerals and Derivative Products (E.O. 14272)
